Experienced Government Contracts Attorney Joins Nixon Peabody; Commercial Litigation Counsel Vincent Napoleon Will Be Based in Washington, DC

Washington, DC. Nixon Peabody LLP is pleased to announce the arrival of counsel Vincent J. Napoleon, who joins the firm’s Commercial Litigation practice. Based in Washington, DC, he focuses on complex commercial transactions, government contracts, and life sciences.

February 24, 2012 // Franchising.com // Mr. Napoleon counsels clients on mergers and acquisitions, cross-border transactions, regulatory compliance (including Sarbanes-Oxley compliance), corporate governance issues, franchising, and Securities and Exchange Commission (SEC)–related matters. In the area of government contracts, he addresses issues related to acquisition planning, source selections, Competition in Contracting Act (CICA), Truth in Negotiations Act (TINA), and cost or pricing data, international contracting, Foreign Corrupt Practices Act (FCPA)/anti-bribery compliance, and export controls.

Mr. Napoleon previously served as president and CEO of Eagle Consulting Services, LLC, a business and legal advisory services firm, and as counsel in the Washington, DC, office of Pillsbury Winthrop Shaw Pittman LLP. He has also served as in-house counsel to a number of well-known organizations such as PricewaterhouseCoopers LLP, Lockheed Martin Corporation, General Electric Company, and Electronic Data Systems Corporation (EDS), and general counsel to two publicly traded companies—Synavant,Inc. and Digene Corporation. Mr. Napoleon served in the United States Air Force early in his legal career and is now a retired colonel in the U.S. Air Force Reserves. While in the U.S. Air Force Reserves, he served as the senior reservist to the deputy assistant secretary of the Air Force for contracting and as the senior contracting official for the Air Force District of Washington. Mr. Napoleon earned his J.D. from the University of Pittsburgh School of Law and his B.S. from Georgetown University.
