The Flying Biscuit Café Signs Franchise Agreement to Bring All-Day Breakfast to Katy, Texas
August 24, 2026 // Franchising.com // KATY, TX — The Flying Biscuit Café has signed a franchise agreement to bring the Atlanta-born all-day breakfast and brunch brand to Katy, Texas, with longtime guests Mario and Ifeoma Harper signing a single-unit franchise agreement to open the brand’s first café in Katy. The agreement adds to Flying Biscuit’s established Houston-area footprint, where the brand already operates five cafés — in Memorial City, East Downtown, Kingwood, Richmond, and Cypress.
A site has not yet been selected. The Harpers are working with the Flying Biscuit development team on real estate in the Katy area, and the location and opening timeline will be announced once a lease is signed.
For the Harpers, the decision started on the guest side of the counter. The couple, who live in the Houston area, have been regulars at the brand’s Memorial City café for years, and looked at several concepts before choosing Flying Biscuit. They pointed to the strength of the corporate support structure and the opportunity in their own backyard as the deciding factors.
Mario Harper is an attorney and entrepreneur with a background in supply chain, small business investment, and real estate. Ifeoma Harper brings 25 years in commercial banking, advising middle-market and corporate clients on capital strategy and growth.

Katy is one of the fastest-growing communities in the Houston metro, and the café will fill in the map between Flying Biscuit’s Richmond café to the south and Cypress to the north — the same family traffic and weekend routines that have worked for the brand across the rest of Houston.
Flying Biscuit serves breakfast, brunch, and lunch, with cafés closing in the afternoon. The menu runs to Southern-inspired takes on brunch standards — stuffed French toast, the brand’s famous shrimp and grits, hearty omelets, vegan scrambles, burgers, and wraps — and many locations offer a full bar with brunch-forward cocktails.
