Rusty Taco Expands Washington Dulles International Airport Presence

December 10, 2025 // Franchising.com // WASHINGTON, D.C. – Rusty Taco has signed an agreement to develop a second location at Dulles International Airport. 

Experienced foodservice operators, Affinity LLC, are spearheading the development of the new Rusty Taco at Dulles International Airport. These experienced operators have a long-standing presence at Dulles, beginning with the opening of its first Capitol Grounds Coffee shop in Concourse B in 2008, followed by a second location in the Main Terminal in 2015. After renewing their Concourse B contract in 2017, the team expanded into fast casual with the launch of their first Rusty Taco in Concourse D in 2023.

The new Rusty Taco location will be operated by Neelu Toteja, Partner and President, and Jimit Naik, Partner and Vice President, with Vice President Dinesh Toteja playing a key role in day-to-day oversight. Together, the team brings extensive experience across restaurant management and airport hospitality, supported by nearly two decades of operations at Dulles.

The new Rusty Taco will be part of the airport’s upcoming terminal expansion, featuring a buildout with significantly more seating. While staying true to the brand’s signature look and feel, the space will offer an elevated atmosphere where guests can relax, sit, and enjoy their meals during travel.
