Wingstop announced positive comps for the 25th consecutive quarter, dating back to July 2003. Wingstop ended its most recent quarter with a 1.6 percent increase and is up 3.8 percent for the year. The company predicts the positive trend to continue into the fourth quarter during the football and holiday seasons, when its sales are typically strongest. "This news is strong evidence that limited-service chains continue to deliver value during a difficult economic climate," said Darren Tristano, executive vice president of Technomic, Inc., an industry research firm. Wingstop, founded in 1994 and franchising since 1997, has 425 restaurants open in 34 states.

On September 1, the SBA announced revisions in its Standard Operating Procedure for financing of goodwill in resale transactions under its 7(a) program. The changes, which take effect October 1st, supersede revisions made in March that limited the amount of goodwill financing for resales to $250,000 or 50 percent of the loan amount, whichever was lower.

Ontario is one of three provinces that have legislation to regulate franchises. The act that governs franchises in Ontario is the Arthur Wishart Act (Franchise Disclosure), 2000 (the "Act"). Any franchise business located partly or wholly in Ontario must comply with the Act. Compliance is mandatory even if both the franchisor and franchisee reside outside of Ontario.

Provincial legislators are taking note of this growing industry and, in response, are introducing and passing legislation that addresses many of the perceived issues that arise between franchisors and franchisees. Most recently, the Province of New Brunswick passed franchise legislation (the “New Brunswick Act”), making it the fourth Canadian province to adopt such legislation, after Alberta, Ontario, and Prince Edward Island.

Belgium's proposed franchise law (the "Proposed Law") seemed to be headed for final adoption on October 18, 2005; however, the Belgian Senate had other ideas. The Senate took up the bill for reconsideration prior to the October 18th deadline, so the bill is now back in a state of limbo while the Senate debates whether to make changes to the draft that was approved by the Belgian Chamber of Representatives on July 7, 2005. The Belgian Senate has 60 days to decide whether revisions need to be made to the Proposed Law. If the Senate revises the Proposed Law then the bill will be sent back to the Belgian Chamber of Representatives for further consideration.
